As part of his official visit to China and co-chairmanship of the second meeting of the cooperation committee between the Vietnamese National Assembly and the National People’s Congress of China, National Assembly Chairman Tran Thanh Man met with staff of the Vietnamese Embassy and members of the Vietnamese community in China on the afternoon of October 11.
Reporting to Chairman Tran Thanh Man and the Vietnamese delegation, Vietnamese Ambassador to China Pham Thanh Binh said the Vietnamese community in China numbered more than 100,000 people, including around 25,000 students. The community has a strong tradition of solidarity and close ties, a deep sense of patriotism and a lasting connection to their homeland. They work to preserve Vietnamese cultural identity, promote the country and its people in China and contribute to fostering friendship between the two peoples.

Vietnamese community pay attention to the development of the country and appreciate the attention of the Party and State towards Vietnamese people overseas.
Ambassador Pham Thanh Binh affirmed that Politburo Resolution No. 23-NQ/TW on overseas Vietnamese affairs reaffirmed the community's place within the great national unity bloc. The resolution aims not only to better protect the legitimate rights and interests of overseas Vietnamese, but also to harness their resources. Community members hope these policies will be translated into favourable conditions that enable them to maintain close ties with their homeland and contribute their knowledge, experience and resources to national construction, development and defence.
At the meeting, representatives of the Vietnamese community and Vietnamese students in China expressed interest in resolutions issued by the Party and State in recent years. These included Politburo Resolution No. 23-NQ/TW on overseas Vietnamese affairs; Resolution No. 29-NQ/TW of the Party Central Committee on fundamental and comprehensive reform of education and training to meet the requirements of industrialisation and modernisation under a socialist-oriented market economy and international integration; and Politburo Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation.
The community and Vietnamese students in China affirmed their commitment to serving as bridges between Vietnam and the world, promoting the country's cultural identity, land and people internationally. They also expressed their readiness to contribute their youth and acquired knowledge whenever the country needs them.
Speaking at the gathering on behalf of the Party and State leadership, National Assembly Chairman Tran Thanh Man extended his greetings and best wishes for good health to Embassy staff and the entire Vietnamese community in China. On the occasion, he conveyed greetings from General Secretary and President To Lam, Prime Minister Le Minh Hung, and Permanent Member of the Party Central Committee's Secretariat Tran Cam Tu to Vietnamese people living, studying and working in China.
The Chairman commended the Embassy's achievements in recent years and its important contribution to promoting relations between Vietnam and China. As a neighbouring country with a population of 1.4 billion and considerable development potential, China plays an important role in helping maintain a peaceful, stable and favourable environment for Vietnam's development. Progress in economic and trade exchanges, investment, tourism and agricultural trade has reflected the positive momentum in bilateral relations.

Updating the community on domestic development, Chairman Tran Thanh Man stressed that Vietnam had maintained political stability, safeguarded national defence and security, achieved strong economic growth, successfully streamlined the state apparatus and merged administrative units, intensified efforts to combat corruption and misconduct, and continued to expand its international relations.
The National Assembly had played a prominent role in adopting major national policies, helping create a favourable legal environment for rapid and sustainable development while enhancing Vietnam's standing on the international stage.
Regarding economic development, Vietnam entered the final quarter of the year on a positive growth trajectory. GDP grew by 9.95% in the third quarter of 2026, bringing growth for the first nine months to 9.01%, the highest level since 2011. Other key indicators also reflected the economy's strong momentum.
In the first nine months of the year, industrial production increased by more than 12%, total import-export turnover reached US$888 billion, registered foreign direct investment (FDI) stood at nearly US$50.4 billion, and disbursed FDI exceeded US$21 billion. These figures, he said, demonstrated that new policies introduced by the Party and State were being put into practice and generating breakthroughs in development.
Turning to overseas Vietnamese affairs, Chairman Tran Thanh Man emphasised that the Party and State attached great importance to the Vietnamese community abroad, regarding it as an inseparable part of the Vietnamese nation. A range of policies had been adopted, most recently Politburo Resolution No. 23-NQ/TW on overseas Vietnamese affairs, to strengthen support for overseas Vietnamese and harness their resources.
Commending the efforts of overseas Vietnamese in recent years, Chairman Tran Thanh Man expressed his hope that Vietnamese communities in China and around the world would continue to maintain solidarity, care for one another and provide mutual support in their work and daily lives.
He also called on relevant agencies, particularly Vietnamese embassies abroad, to ensure that the Politburo's resolution on overseas Vietnamese affairs was effectively implemented in the daily lives of overseas Vietnamese. This would help create favourable legal conditions for their residence and civil registration, encourage compliance with local laws, preserve and promote the Vietnamese language and culture, and enable community members to serve as ambassadors for Vietnam and its people among international friends.
